Help with vector art please!

Hello everybody! Im new here. I'm not well versed with illustrator or photoshop and still learning. I have this design Ive been working with and am having a hell of a hard time vectorizing it. Can anybody help me? Ive watched so many live trace tutorials and Im not getting the results I want. Thanks!
