Does anyone know if there is a way to save an action to only show in the actions palette when using a specific .ait template?

As far as I can recall, the actions are universal for all files that are opened in that particular Illustrator program.  You may need to package an actions file with the AIT file so that the actions can be imported to a separate Illustrator program.
